Design Review Process

Hi All,

I spoke to Michael Bradley, the City of Oakland Planner for the Jain Residence today. I was able to get some clarifications as to his request for more documents as follows:

1.) Plans that clearly distinguish the existing conditions and the proposed. This can be will hash make changes or line weights or colors. Please show the existing and proposed on site plans, floor plans and elevations. We can also meet to discuss for clarification along with the updated plans. Provide a sheet with the existing floorplan and elevations that clearly indicates the areas to be removed/demolished. This sheet can also be used for the demolition permit.
2.) All upper story additions require a shadow study and view blockage analysis. Please provide both. Site photos may provide enough information regarding the view study. I made the argument that these two items are not needed since the structure is not near any other structures. After reviewing the photos that I submitted with the application he has agreed to meet with me onsite tomorrow to see for himself.
3.) The site requires an environmental rare plant species analysis. He is going to ask his supervisor for more information on who would be best to provide this analysis and get back to me. He said there is a gentlemen that lives in the area that is very adamant that these be done properly. It is best we do this right the first time to avoid any cause for delays later.
4.) As a condition should the project be approved an analysis will be required for naturally-occurring asbestos. This will be part of the Conditions of Approval. This will not hold up the process at this point. I’ll contact a company to get this on the schedule.

I also discussed the landscape plans requirement with Michael. He understands that since we are not planning to build outside of the existing footprint there should be no need for any landscape plans at this point. I told him you may come back to the city at a later date, after the new home has been completed, to apply for a permit to remodel the landscaping and pool areas and that you would produce a full set of landscape plans at that time. He agreed that should be ok. I still think we should move forward with a full set just in case they come back and insist on having them.

I am also meeting with another gentleman from the City at the site tomorrow to view the (4) trees that are part of the tree protection permit (Within 10” of the structure). I’m assuming he will ask about the cherry trees along the driveway that have been removed. What should I tell him? Were these removed with a permit?

  • Hi All I just added the email from a few days ago so that we can continue to communicate on this site.

    Update since that email:

    I met with Michael Bradley at the site and he agreed that the shadow study and view blockage analysis should not be required for this project. He reviewed the new site plan that Tim provided that clearly shows the areas of the structure that are to remain and the areas to be removed/rebuilt.

    He said the new plan should be sufficient at this point in the process. He said he would discuss both of these items with his supervisor for his approval.

    Yesterday, Michael emailed me a list of local Biologists that have provided plant species analysis reports to the city in the past. I called several from the list and spoke to two of them yesterday. They are sending me their proposals for producing the reports. As soon as i have both proposals I'll send them over for your review and we can choose one to move forward with. Both biologists said they would get us into their schedules asap and should have the report completed within 2-3 weeks after they receive the signed proposal.

    i met with Isaac Harvey (City of Oakland Park Supervisor) at the site regarding the tree protection permit. He said he has no issues with our application and he was going to process the permit and forward it to Michael Bradley to add to our DR package.

    At this point we are waiting to submit a plant analysis report to Michael and then he can move the application into the public notice part of the process.
